The law regards the 'electric-assisted' (Washington) or 'motorized bicycle' (California) as a non-motorized vehicle and as a bicycle. Laws in other states and local ordinances are similar. Federal law PL107-319 in the U.S. defines the electric-assisted bicycle as a non-motorized vehicle (i.e. bicycle) and places it under the jurisdiction of the Consumer Protection Commission (rather than DOT).
The Electric Powered Bike is an emerging new category of vehicle for those of us who enjoy pedaling. While uses are numerous by cyclists of all ages and proficiency the electric bike is above all about the riding experience. Electric Bicycles not only diminish our reliance on petroleum and reduce pollution in our communities; they offer us more outdoor time and more interaction with our surroundings. Some of the smaller electric bikes only go 15-20 mph, but some of the larger more powerful electric powered e-bikes reach speeds up to 20+ miles per hour. The development of Electric Bikes is at a far more advanced stage than that of electric cars, with many now commercially available. The types of ebikes are wide ranging, from scooters and mopeds, to modified bicycles. E-bikes are a great way to cut down on traffic congestion, and should always be used on short journeys.
The Electric Bike is better described as a power assisted bicycle; using human and electric motor power. Models like the XB-500, XB-508, and XB-600 have working blinkers and headlights for the rider’s safety. The electric drive system is designed to be near-maintenance free and the rest is a quality bicycle with replaceable bicycle parts. These models have nearly all the same features as electric mopeds, yet they are about one-third of the cost.
