The law regards the 'electric-assisted' (Washington) or 'motorized bicycle' (California) as a non-motorized vehicle and as a bicycle. Laws in other states and local ordinances are similar. Federal law PL107-319 in the U.S. defines the electric-assisted bicycle as a non-motorized vehicle (i.e. bicycle) and places it under the jurisdiction of the Consumer Protection Commission (rather than DOT).

The Electric Powered Bike is an emerging new category of vehicle for those of us who enjoy pedaling. Using Electric Power Scooters

E-scooters work like regular scooters, but are a power assisted vehicle. Kids love racing up and down the street on escooters. Larger model electric powered scooters can be used to commute to work or running errands. Students ride electric scooters on campus. Models like the X-010 and X-140 are a great low speed electric powered scooter for kids.
